Guest investor residence permit without visa? Yes and no
Under the current legal provisions, a third-country national who is in possession of a valid guest investor visa, subject to other conditions, may obtain a residence permit for a guest investor.
The question may arise: what if the applicant already holds a residence permit under another title? The applicant must still apply for a guest investor visa, but there is an exception.
A residence permit for guest investors may also be granted to third-country nationals who are legally residing in Hungary as nationals of a third country listed in Annex II to Regulation (EU) 2018/1806 of the European Parliament and of the Council. Of course, all additional conditions must be met, but it can be seen that this will significantly shorten the application process.
There is the list of third countries whose nationals are exempted from the visa requirement when crossing the borders of the member states for the purpose of a stay not exceeding 90 days in any 180-day period:
